Greetings AFSCME Local 1583 Sisters and Brothers,
Many of you may already have received the below information from the University of Michigan, Benefits Office re: Discontinuation of the Michigan Care or Michigan Care Advantage health plan for 2025 (see below).
This is an important notification and reminder for AFSCME Local 1583 members, that as you make a decision on your health care plan during the October 2025 Open Enrollment period, the Michigan Care or Michigan Care Advantage will be discontinued. Please contact the Benefits office with any questions or concerns.

Re: Future discontinuation of the Michigan Care plan
You are receiving this information as a U-M employee who has enrolled in the Michigan Care or Michigan Care Advantage health plan for 2025.
Michigan Medicine has made the decision to discontinue the U-M Health Plan and the Michigan Care plan it operates effective at the end of 2025. Michigan Medicine is the majority owner of the “U-M Health Plan,” (formerly Physicians Health Plan, PHP) which operates the Michigan Care and Michigan Care Advantage plans. The university will continue to offer other comprehensive health insurance plans to benefit-eligible faculty and staff.
This does not impact current Michigan Care benefits, or your 2025 plan year benefits.
Member coverage will continue uninterrupted through 2025, and all claims for services provided through December 31, 2025, will be processed by the plan.

· A Frequently Asked Questions page is included as well.
· A Record article will be published electronically on December 4th and in print on December 9th.
· For new hires: A note will be added in the Benefits self-service system that will say: "Michigan Medicine will discontinue the U-M Health Plan, which administers the Michigan Care and Michigan Care Advantage plans, effective Dec. 31, 2025."
U-M Health Plan is committed to providing high-quality customer service throughout the coming year. During the next Open Enrollment period in October 2025, you will be able to choose another U-M health insurance plan for coverage effective on Jan. 1, 2026.
We are providing one year’s notice of this change. The plan also will directly notify Michigan Care and Michigan Care Advantage members later in 2025 before the plan is discontinued.
