Contract Negotiations 

As you may know, the AFSCME Local 1583 contract with the University of Michigan will expire, June 30, 2025.

Over the past few months, AFSCME Local 1583 has begun preparing for the upcoming contract negotiations with the University of Michigan.

Many of you have completed and submitted the Bargaining Survey which was sent out in August 2024.  We appreciate each of you who took the time to make your voices, concerns and desires heard.

Our next step in preparations for contract negotiations is to hold an election within the AFSCME Local 1583 membership to elect union members to be a part of the Contract Negotiations Team, along with Representatives from Council 925 and myself, Cassandra, Millett, Bargaining Chair, AFSCME Local 1583.

Article 10 Overtime

 10-24 Overtime waiver statements

Overtime waivers statements may be submitted annually during the month of October and become effective on January 1 of the following year.

Those employees with approved overtime waivers on file shall not be assigned mandatory overtime assignments, except in emergency as determined by the University. Exemptions shall be granted based upon bargaining unit seniority.

Discipline:

Discipline should be both corrective and progressive rather than punitive. Michigan Medicine and University (campus) will follow the discipline procedure which is both corrective and progressive. The discipline procedure will be documented warning, written warning, a one- day disciplinary layoff, a two-day disciplinary layoff or written warning in lieu of disciplinary layoff (paper DLO- for absenteeism only), and discharge. If an employee has remained discipline free for one year, the supervisor will repeat a step before moving forward with progressive discipline. Paper DLO’s will be clearly identified as such and used as disciplinary action for unexcused absenteeism. For serious offenses, steps of progressive discipline may vary.
